[POLICY VIEW] POLICY TO STIMULATE INNOVATION INTO NATIONAL SYSTEM - PART 2 : NOT MUCH STRESSED FOR INNOVATION                                                     

During the days I spent in Australia, I felt not much desperate efforts to get out of old system, the standpoint of trend followers, and material exporters, especially in the internet News media, TV program, Government campaign programs in TV or in advertisement in public place, in terms of the dispute for how to innovate the every aspect of life, service, product , technology and system of the nation.

THE ROLE OF MEDIA
The role of News media to provide motives for innovation, is very important. News articles in Australia news agency is much focused in something which can give fun, excitement, and intellectual or emotional pleasures to the people, rather than provide higher goals, visions in both spiritual and intellectual, and motives to innovate their lives ceaselessly.

The idea of innovation comes from the continuous exchange of ideas, especially in news media. Evaluations, criticism, benchmarking and performance test reports and suggestions provide the power to drive the invention of new idea for innovations.

ROLE OF EDUCATION SYSTEM

Another issue which can drive the innovation is education system. Recent disputing policy of Fedreal government for education reform - Gonski School Funding Program, is missing important points in enhancing the output, quality and effect of education. The student should be trained to get the method of how to learn and study by themselves, rather to be taught the knowledge in the textbook. The role of the schools should become the responsibility to teach how to approach to get and analyze information and how to trouble themselves to solve problems. If such training is implemented enough in classes, next important element to achieve the innovation in quality of the human resource for social advance, is the textbooks. The textbook and its reference training books with questions and tests for the level of achievement, should be well prepared enough for the student's self-study even without the help of teachers. The education reform comes really from the innovation of the text book and reference material, which efficiently enhance the goal and achievement of the study. For this, I would like to recommend the investigate and perform the benchmark for the world's most advanced text book system from Asian, European and American system. Such investigation results should be reported, notified and shared in the internet  news media, in government campaign advertisements and in TV programs as documentaries.

Furthermore the Education system should establish the private or public institutes which teach professional skills and knowledge for recent innovation in the industries,and which create the proper quality of work concentration and workmanship.

As well, the education system should make environment, atmosphere and motives for hard studying. The high school student should study at least 12 to 16 hours a day in the school and home. Middle school student should study 10 to 14 hours a day. Such high concentration for the study can be caused by high competition to get the qualification for the better university , as well as future job competitions. The reason for such hard studying is because the efficiency of learning is greatly higher in the period of youth than in the period of adult.

GOVERNMENT PROJECTS FOR INNOVATION

Third suggestion to drive innovation for Australia's survival in the world competition, is the government-funded projects to develop the technology and business field which can take responsibility for the future of Australia in next 10 to 20 years.

MATERIAL TECHNOLOGY

Thinking the resources abundant in Australia, the technology to process the minerals and get high valued products for cars, ships, electric components, construction materials and plants structures, could become the field which has better environment to start with. Such research related to the cutting-edge material processing for lighter mass, higher strength , better stress-endurance and enhanced chemical feature, can be researched together with world's leading companies which has interest in research and business with Australia.

IT TECHNOLOGY

Another possible field is IT technology field, which enables the advance over the broad range of the domestic industries. The methodology and idea which is achieved from IT innovation can be spread and applied to other field of business and technology by the tools and systems which were established by the achievement of IT technology, such as Internet-Based sales, support, co-works, research, communication, and material technology from semiconductor process and chemical processes. The nano technology which was originally came from the semiconductor production technology, can broaden application fields which we could not imagine before, such as medical application, fashion, food, security and energy. FOOD PROCESSING TECHNOLOGY

Food processing technology can be another fields to be studied. Australia is one of the major exporter for crops and food resources. The advanced food processing technology can reduce the pollution which is caused by the process during its production. The innovation in food processing technology can reduce the size of food storage, saves time and efforts to prepare food and take the nutrition more efficiently, and enhances the safety of foods, while maximizing the effects of ingestion of food. Thinking about the future of Australia, I would like to recommend people to trouble themselves with questions like this. 

"What are the world-first ranked fields in Australian products, services and technologies which can dominate the world market?"
This question can be described 

in other words like this. 

"What is the exclusive essential role 
of Australian system 

which can contribute to the world and mankind?"

The Federal and Local governments should trouble themselves to provide various models of the innovation for the future of the nations. And News media should play the role of the intelligence analyzer and should concentrate their efforts to investigate the world trends for the nation's survival in the fast advancing world competition. While I live in Australia, I felt the house rent price is abnormally too high to ease the move of labor force. If rent is too high, the total income system in the country also should set to include such burden. A a result, the product and service by such highly paid labor loses the ability to compete in the domestic market as well as in the world market. (photo from celsian.co.nz)

Recently Australian economy has great problems while the price of natural resources fluctuates and gradually is going down. And such movement in international resource market, causes the trade income of Australia to get worse, and makes the country to bring more debt to import the overseas product.

Basically Australian economy is managed heavily by mining industry. And the capability to compete in  high tech industries , such as Information Technology, Electronics, Mechanics, Chemistry is very weak. And in these day, IT is leading the innovation of all of the industries, in which the manual reseach and development procedure by labor force is replaced, simplified, and made efficient by processors of IT.

CAD (Computer Aided Design) is one of the example of such innovation by IT. From about 7 years ago, CAD system came to integrate Artificial Intelligence inside of the software, and have reduced the time and labor spent by the manual work of human engineer. In every industry, they have their own verion of Computer Aided Management system, and the software IP inside of the Computer Aided System is the key to develop new technology and get the priority in the market, saving the cost of spending in providing services and products. By applying IT procedures, the labor system can become more efficient, and cost of living also can be lowered. And to draw many talented IT businesses from overseas to Australia, the Australian Federal and Local government should pay highest priority attention to the demand of IT engineers from overseas. And the government should change the work environment and VISA to be more flexible particularly for IT businesses from overseas countries. The government can help the incoming IT professional and business by providing proper level of rent price, communication cost, information and material security protection measures as well as the best location for businesses and finantial funding.

If the politics and governent are deeply warned that the future of the country relies on IT development in the coming years, they should establish highest priority plans to help and support projects to catch up with the level of cutting-edge service and product from US, EU or Asian countries. Such procedure needs much investment in Reaserch and development and re-education for IT skills, as well as activating the local IT projects, managed by Web listings and efficient logistics system.
